After a careful consideration of the question I am afraid that, in view of the uncertainty of our immunity from a recurrence of the plague or an outbreak of some other epidemic, it is necessary to place the Kennedy-town hospital on a permanent footing.
I have therefore to request that the Crown Agents be instructed to engage the services of a properly qualified wardmaster, in accordance with the enclosed paper of particulars, to replace Mr. Cunningham, who is temporarily employed in that capacity, and whose services could
